Shavkat Mirziyoyev identified seven priority areas for the development of kindergartens

In recent years, kindergartens have become institutions in which children are looked after while their parents are at work. Currently, measures are being taken to remedy the situation. What will be done in 2018?

This was discussed in detail on December 19 at a video-selector conference, chaired by the President of the Republic of Uzbekistan Shavkat Mirziyoyev and dedicated to the ongoing reforms in the system of preschool education, tasks for the future.

To address the shortcomings noted at the meeting, a number of strategic tasks have been identified that are to be implemented in the first half of the 2018 year.

First, it is pointed out the need for an accelerated continuation of the construction and reconstruction of kindergartens on the basis of the program for 2017-2021.

Instructions were given to allocate 771 billion soums from the State budget in 2018 for construction and reconstruction works in 427 kindergartens (including the construction of 14 new, reconstruction of 256, overhaul of 157 kindergartens).

It was noted that at the same time it is necessary to revise the projects of kindergarten buildings for 50, 100 and 150 places in a short time, using modern architectural solutions, taking into account the local climate, providing them with all the conditions for maintaining optimal temperatures in winter and summer, hygiene, nutrition , classes, games and sleep of children, separate accommodation of a dining room, and also to take into account when building new buildings the requirements for the organization of the educational process.

Secondly, it was pointed out the need for active organization of preschool institutions of a new type on the basis of public-private partnership.
Taking into account the fact that finance is the most important problem in this matter, commercial banks are assigned for each region to provide all-round assistance and allocation of necessary credit resources to non-state preschool institutions.

The Cabinet of Ministers of the Republic of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan, the regional hokimiyats and the city of Tashkent were commissioned to develop regional programs to dramatically increase the coverage of preschool children, while organizing in each district and city 10-15 new pre-school institutions, including on the basis of public-private partnership.

It was noted that large privileges were granted to private kindergartens, in particular, starting from January 1, 2018, half of private kindergartens' expenditures on natural gas and electric power will be covered from the state budget within 5 years. This will prevent the growth of payments for the services of kindergartens.

Thirdly, it is pointed out that special attention must be paid to ensuring the healthy nutrition of children in kindergartens and the quality of the products delivered. With this in mind, it is entrusted to take measures to increase the allocation of funds for these purposes.

The Council of Ministers of the Republic of Karakalpakstan, the regional hokimiyats was instructed to fix 10-15 farmers for every pre-school educational institution from 2018 to provide kindergartens with quality food at affordable prices.

The task was set to organize a state enterprise for the delivery of ready-made high-quality hot meals to kindergartens and to develop a mechanism for organizing a catering service.

Fourthly, the need to improve the quality of upbringing and education of children, medical care in kindergartens, including the development in 2018 of standards for equipping pre-school educational institutions with methodical aids, didactic games, toys, equipment and other technical means, based on the experience of South Korea, was emphasized.

The need to improve the state standards of pre-school education, educational programs on the basis of advanced foreign experience, including on teaching children to read and write in a play form was noted.

Particular attention is paid to the issues of training and professional development of teachers and educators, is entrusted to improve the activities of the Institute for retraining and advanced training of managers and specialists of pre-school educational institutions under the Ministry of Preschool Education.

It was pointed out the need to continuously improve the capacity of managers and teachers in the field by organizing modern courses in retraining and advanced training, as well as developing advanced pedagogical techniques, creating a new generation of educational and methodological literature.

It is also entrusted to set quotas for admission to institutions for training personnel for preschool education on the basis of real needs and to review the requirements for teachers of pre-school education.

Fifth, the task is to attract foreign investments to the improvement of pre-school education.

In particular, the need to develop a concept for the project to attract a grant of
$ 10 million in 2019-2022 and a $ 50 million soft loan for the development of pre-school education within the "Improving the development of children from an early age" project in cooperation with the Organization for Global Cooperation including in the World Bank structure.
Sixthly, great attention is paid to radical improvement of the regulatory and legal framework for preschool education.

To this end, the Cabinet of Ministers and the Ministry of Preschool Education have been tasked with drafting the Law "On Preschool Education" on the basis of advanced foreign experience.

Seventh, the State Committee for Architecture and Construction was instructed to revise, in cooperation with the relevant ministries and departments, the design of the construction and reconstruction of kindergartens.

The quality of preschool education is the decisive issue of our tomorrow. The development of preschool education is not only the task of the new ministry, it should become the most important task for each of us - from the President, the Prime Minister and his deputies to the governors of the districts, the leaders of the lowest levels, noted the head of our state.
